It started as a Soviet Organ of the KGB tasked with studying unexplained phenomena, but after the collapse of the USSR, it became a privatized company that started doing international business worldwide. It moved its operations to America, which it then rebranded as an international agency. However, it lost traction fast due to its negative perception, and its shares were sold to ██████ Inc., where it became a subsidiary of the ADR (The ADR owns all of the shares and controls it). It's known to be more morally flexible in its operations, and it often acts semi-independently to give the ADR plausible deniability if anything bad happens.
